Unblocking construction of a housing estate in Wilda

The project was at a standstill for 14 months due to an access dispute. We introduced a correction to the plan and obtained approval in 87 days.

A residential investment on Rolna Street reached a deadlock due to a road strip conflict. Casacombug Urban Lobby took over the case when the developer was losing 14,380 PLN a day in frozen capital costs.

The challenge

The main problem was the lack of consent from three neighbors to establish a necessary road easement. Officials in the Urban Planning Department issued a refusal for development conditions, which stopped bank financing for 118 apartments. Previous advisors suggested a court path, which could have lasted up to 3 years. The project sat in a drawer for 14 months, and construction crews were waiting to enter the site.

Our approach

We started by scrutinizing geodetic archives from the 1980s. The Casacombug Urban Lobby team found a record of an old technical strip that had been overlooked in modern maps. We conducted 4 working meetings at the Municipal Roads Authority (ZDM) and 2 consultations with the Wilda Estate Council. Our rule is: the paperwork must be correct. We prepared a new entrance design that bypassed the disputed land by exactly 1.4 meters.

The solution

We proposed an entrance adjustment from the south side, utilizing the discovered technical strip. Casacombug Urban Lobby coordinated the rapid acquisition of technical opinions from three different city offices in 22 business days. No unnecessary moves, we changed the transport service concept, which allowed officials to issue a positive decision on development conditions without the participation of the conflicted neighbors.

Results

Construction started less than three months after our actions began. The developer regained financial liquidity and signed contracts with the first 43 buyers of units in the same quarter.
