The site on Metalowa Street in Poznań had potential, but bureaucracy was blocking it. The developer needed concrete moves to avoid losses due to investment downtime. We transformed industrial wasteland into land for an office building in less than four months.
The challenge
The client, the company Invest-Górczyn, bought a plot of 12,438 m² in 2022. Despite 21 months passing, it was not possible to obtain a permit for anything other than warehouses, which were unprofitable in this location. The monthly cost of maintaining the property was 14,300 PLN for taxes and security. The City Hall rejected earlier applications, citing conflict with the old development study, which threatened to freeze capital for years to come.
Our approach
The Casacombug Urban Lobby team began with an audit of errors in previous applications submitted by other companies. We found 3 key gaps in the transport service analysis that gave officials a reason for refusal. Instead of fighting to change the entire local plan, which takes years, we focused on a precise application for development conditions for service functions. We know these procedures, so we personally saw to the technical agreements with Aquanet and the road authority even before sending the official letter.
The solution
We prepared documentation proving that the planned office building would not increase traffic jams in Górczyn by more than 4.2% during peak hours. We used specific data from traffic measurements taken in March 2024. Casacombug Urban Lobby supervised the flow of documents between the Urban Planning Department and the Municipal Roads Authority, eliminating unnecessary delays on officials' desks. We closed the entire process without a single request to supplement formal gaps.
Results
The developer received a final decision on development conditions, which increased the market value of the plot by 38.4% in four months. The investment could proceed without further legal obstacles.
